Fort Bend Democrats PAC Bylaws

ARTICLE I – Fort Bend Democrats PAC
This organization shall be known as the Fort Bend Democrats PAC (FBCDP). It shall consist of the Committee of Organizers (COO) and Bylaws Committee residing in Fort Bend County who maintain FBCDP Association membership.

ARTICLE II – PURPOSE
The purpose of the Fort Bend Democrats PAC (FBCDP) is to promote unity among Democrats within the county, encourage active participation in the FBCDP Association, aid in the activities of all FBCDP Association members, FBCDP Association workers, precinct chairs, committees, officeholders, and candidates for office. FBCDP Association is a community led organization which aims to advance democracy through civic engagement and accountability.

ARTICLE III – FUNDAMENTAL PRINCIPLES

1. Government driven by People Power
2. Stands for the Rule of Law
3. Stands for Equity & Justice under the law
4. Responsive and Reasonable government
5. Accountability of elected leaders and law enforcement
6. Equality of voice and treatment of all
   

ARTICLE IV – MEMBERSHIP

1. Nondiscrimination on the grounds of race, sex, sexual orientation, gender identity, age, color, creed, national origin, religion, ethnic identity, economic status or disability to join the FBCDP Association.
2. Eligibility – 16 years old citizens can become a member without being a registered voter. 18+ years old citizens must be a registered voter in the county of their residence. Membership is not limited to Fort Bend County residents.
3. Vacancies – Vacancies occur if a member resigns, dies, ceases residence, fails to attend four consecutive meetings, or there is no qualified nominee.
4. Active/Inactive – A member is inactive if dues are not paid; misses three consecutive meetings; inactive status is restored by paying dues and attendance at the next meeting or reorganization meeting.
   

ARTICLE V – NOMINATIONS & ELECTIONS

1. Vacancies are filled by the Committee of Organizers seeking consent from qualified individuals.
2. If only one nominee, voting may be by voice; if more than one nominee, voting may or may not be done by ballot but cannot be done by secret ballot.
3. A majority vote fills the vacancy; the appointee serves the remainder of the term.
   

ARTICLE VI – RESPONSIBILITIES
Each member shall:

• Attend members only meetings.
• Support Democratic candidates.
• Promote FBCDP Association’s activities within their district.
• Maintain active membership status and pay annual membership renewal dues.
  

ARTICLE VII – MEETINGS

1. Regular meetings are held as scheduled; special meetings may be called only by the Association’s Chair.
2. Notice must be given timely and accessibly to members.
3. All members only meetings shall be timely communicated and space shall be accessible and accommodating.
   

ARTICLE VIII – OFFICERS

1. The Association’s Chair is appointed or elected at the reorganization meeting.
2. Officers can hire executive employees and contractors to service the organization.
3. Officers serve until their successors are elected or until they resign.
   

ARTICLE IX – AMENDMENTS
Bylaws may be amended by a two-thirds vote of all members present at a duly noticed meeting.

ARTICLE X – DURATION
These bylaws shall remain in effect until amended or repealed by the Bylaws Committee.
